[gis_info] NED now updated with Willamette Valley lidar

The National Elevation Dataset (NED) has been updated with the lidar data 
from the  Willamette Valley OLC project. It is available as 1/9 arc second 
(3 meter) DEM (bare earth). The 1/3 arc second (10 meter) DEM has also 
been updated with this data. The NED was updated with the Portland, North 
Coast, and South Coast OLC projects previously.
