To clarify, Lane County does not do mapping for other counties at this time.  We do, however, provide support for assessment and taxation software for other counties and this may be where any confusion came from.

Looking quickly at the costs of our own staff for mapping, $60-$65/Hr. is somewhere close to our costs, including all overhead, and this may well be why DOR is coming out with similar numbers.  But, please understand that I don't know what DOR is including in their cost calculations.  Also, I don't know what the industry standard cost might be.

Our GIS program does have qualified, experienced staff for mapping as well as for GIS development and I'm looking forward to more and more integration between GIS, Assessment and Taxation, and other programs such as Deeds & Records and Land Management planning & permits.

I got responses back from several companies that do the same mapping updates as DOR. Some of them already do the mapping for Oregon counties. I didn't get prices for those. I didn't ask about updating the tax cards, as I had mistakenly thought the Assessors all did that in-house.

I spoke with Lane County who both maintains their own data, and does the mapping for several other counties to DOR/ORMAP standards. They say the rate of $60-$65/hour is in line with the industry.
