SALARY: $4,788.00 - $6,382.00 monthly, plus benefits

 

 

OPTIONAL INFORMATION SESSIONS:  To assist you in understanding the
Business Systems Analyst position, the Bureau of Development Services
will host two optional informational sessions that will provide
additional details about the positions and the City's recruitment and
selection process.  You are invited to attend either of these optional
sessions.  Attendance is not required to apply for this position.

 

Information Session #1 will be held on March 27th from 6:30 - 7:30 pm at
1900 SW 4th Avenue, Portland, OR 97201, on the 2nd floor in Room 2500A.

 

Information Session #2 will be held on March 30th from 12:00 - 1:00 pm
at 1900 SW 4th Avenue, Portland, OR 97201, on the 2nd floor in Room
2500A.

 

 

THE POSITION:  The Business Systems Analyst for the Bureau of
Development Services is responsible for partnering with BDS internal
customers, external customers and software vendors to clarify business
and operational requirements for information technology and systems,
including upgrading the citywide permit and case management system to a
statewide ePermit system.

 

Duties include coordinating the implementation of software, translating
business requirements into system designs and specifications,
coordinating the transformation of the specifications into software
solutions and testing solutions against user requirements. Additional
duties include designing and delivering technology training, and
analyzing specific corrections when technology or software problems are
encountered or changes are required.

 

Duties may include focusing on information technology needs and issues
including planning, selection, procurement, overseeing deployment and
troubleshooting desktop computing and office automation technologies.
The Business Systems Analyst is expected to carry out their project
responsibilities with initiative, independence and creativity while
exercising sound professional judgment and problem-solving skills.
Experience with workflow management systems and permitting / case
management systems in particular would be desirable.

 

 

TO QUALIFY:

*	Ability to perform customer interviews, and business process
analyses and reach sound, logical conclusions regarding customer needs
and business requirements 

 

*	Ability to understand and apply the analysis of functional
requirements to the development of systems proposals, application
requirements, programming specifications and other recommendations for
efficient, cost effective solutions
*	 
*	Knowledge of basic database theory, design rules and development
practices, including data modeling, data flow and entity relationship
analysis 
*	 
*	Experience and knowledge of basic project management methods,
tools and techniques 
*	 
*	Ability to plan and conduct effective customer training programs

*	 
*	Ability to communicate effectively to diverse audiences of
technical and non-technical personnel orally and in writing
