[gis_info] Shared State Resources

I'm hoping that the plotter that you speak of can be shared by other State
agencies both in use and cost.  There is not much use to own a 60" plotter,
contract that out, the paper is very expensive- especially photo and high
gloss.  With pdf prevailing along with LCD projectors and costs dropping on
projectors, I'm not sure why a full time plotter is warranted.
