I'm hoping that the plotter that you speak of can be shared by other State agencies both in use and cost.  There is not much use to own a 60" plotter, contract that out, the paper is very expensive- especially photo and high gloss.  With pdf prevailing along with LCD projectors and costs dropping on projectors, I'm not sure why a full time plotter is warranted.
