Welcome to the Summer 2015 issue of the Oregon GIS Framework Newsletter. This quarterly newsletter presents a summary of GIS Framework related activities over the past spring as well as a schedule of upcoming events.

Featured Framework Data Element: Oregon Soils

The Oregon Soils Framework dataset is a compilation of two separate data sources provided by the NRCS; SSURGO and STATSGO.  These data are based on the National Cooperative Soil Survey (NCSS) standards and the Soil Geographic Data Standards of the Federal Geographic Data Committee (SGDS‐FGDC).  Most SSURGO soils data in Oregon has been mapped at a scale of 1:24,000. At this point approximately 30% of the state either has not been mapped, or is being mapped by an ongoing NCSS progressive soil survey. For these areas of the state where certified SSURGO datasets do not currently exist, U.S. General Soil Map (STATSGO2) data is used. STATSGO2 is a broad-based inventory of soils best represented at a map scale of 1:250,000 in Oregon.  The Oregon Soils Framework dataset provides a convenient single data product covering the entire state.  In addition to the spatial data itself, a set of commonly used attributes are pre-joined to the data, saving time and effort for soils data users in Oregon. A Summary of Framework Activity this Spring

The past spring was dominated by activities associated with the 2015-17 Framework Data Development funding program.   The funding program request for proposals, with a total of $500,000 available, was released in early March.  Ten proposals were submitted, totaling over $600,000, by mid-April.  At their June 17th meeting OGIC approved the funding of seven of these projects, totaling just under $400,000.

I am now working to get inter agency agreements in place in order for work on these projects to begin as soon as possible.  There were two additional projects for which funding decisions were deferred by OGIC until further refinements to the proposals can be made.
In addition to framework data development funding we also hosted a framework forum in Salem on May 20th.  The agenda for this event included:

All four standards related items on the agenda, the three amended standards as well as a new standard for historical railroad data, were approved to move forward to OGIC where they were all endorsed on June 17th. There were a number of FIT groups who met this past April, including Coastal & Marine<http://www.coastalmarinedata.net/ocmdnix-materials/> FIT, Hydrography FIT<http://www.oregon.gov/DAS/CIO/GEO/fit/hydrography/docs/ORHydro_notes_20150407.pdf>, and the Metadata workgroup<http://www.oregon.gov/DAS/CIO/GEO/fit/metadata/Metadata%20Workgroup%20Meeting%20Notes%204_15_15.pdf>.  The Planning Workgroup of the Administrative Boundaries FIT also met on June 23.
Additional Framework related news from the spring include the welcoming of two new FIT leads; Jake Macdonald of the U.S. Army Corps of Engineers replacing Brandt Melick as Elevation FIT lead and Lina Ma, of DOGAMI replacing Ian Madin as Geoscience FIT Lead.
