Call for Proposals and Instructions

Immediate Action Needed

**** Please note the due date listed in the NHD Newsletter earlier today
was a typo. The due date for proposals is April 30 ****

As in past years, the USGS National Geospatial Program (NGP) is seeking
stewardship proposals from liaisons for projects that will improve the
National Hydrography Dataset (NHD) and/or Watershed Boundaries Dataset
(WBD). Please see the attached Hydrography Data Supply Plan for detailed
information about the types of projects sought. Proposal submissions will
be coordinated by the USGS National Map Liaisons for each state.

Timeline

April 30 - Proposals due (Earlier submissions strongly encouraged)

May 8 - Hydrography Acquisitions Team (HAT) reviews/approves awards over
$25K

May 22 - HAT reviews/approves awards under $25K

June 1 - Procurement paperwork for awards over $25K due from Liaisons

June 15 - Procurement paperwork for awards under $25K due from Liaisons

Overall guidelines on preparing NHD/WBD proposals:

1) Any data created by the project needs to be provided back to the USGS.
This may be in the form of edits to the line work or contributions to the
event data catalog (currently under development).

2) Each grant recipient will be called on to discuss the project on a NHD
Advisory Team call.

3) Each grant recipient should produce a written report, documenting the
rationale for the project, the issues encountered and how they were
resolved, and the impact of the project (what can the partner/users do now
that they couldn't do before).

4) Make sure the NHD and WBD stewards are both aware of the project.  Edits
to NHD features may affect WBD boundaries, and WBD edits may affect NHD.
Similarly if your project is near the Canadian or Mexican border, be sure
to work with the appropriate harmonization team so the datasets remain
harmonious.

5) Be certain to discuss the proposed project with your NHD POC and get
their estimate of NGTOC support required.  Paul Kimsey will circulate the
proposals to his POCs and Chris Lund - make sure they are going to make
roughly the same estimate of their level of effort to support the project.

6) Include a shapefile of the project area.

More generally, in the narrative please try to describe the application
value of the proposed activity - what does the proposed work make possible
or improve?  A better map is nice, but a better map that allows fisheries
managers to identify pathways for invasive species or identify drinking
water intakes downstream of a chemical spill is more compelling.

Proposals are due by April 30. Please use the attached proposal template.

Evaluation Criteria

   -

   Project deliverables are clearly defined
   -

   Deliverables support the stated goals from the data supply plan
   -

   Deliverables support geographic priorities expressed in the data supply
   plan
   -

   USGS-NGP share is 50% or less of total project cost
   -

   Partner contributions are clearly defined and credible
   -

   Project timeline is realistic
