[gis_info] Helping Out with PNW Wildfires

Good point, Aaron.  Right now, at least down south, we're in a Catch-22.
Every incident could use GIS assistance, but those coordinating the efforts
are stretched to the limit.  On Crater Lake's fires we are on our third
team already.  I'll check around and see if I can find a contact here.

Also, it would helpful to them if you have a quick list of your
qualifications ready to share.  Not a resume, just a quick list of any
emergency experience/training you've had-- fire, floods, SAR, etc.-- and
your general GIS experience.  Any other quals like botany, archaeology,
hydrology, aviation, etc. would be useful as well.
