*DESCRIPTION:*
This is a professional position responsible for providing leadership,
program and policy planning, development of environmental policy and
systems change initiatives, coordination, community coalition development,
and analysis at Public Health - Seattle & King County. The position
requires content expertise in healthy eating and active living and works
within the framework of the Prevention Division, Chronic Disease/Injury
Prevention (CDIP) Section. It reports to the Health Services Administrator
in the Chronic Disease Injury Prevention Section and receives scientific
and technical direction for the Section Chief. Specific duties include
developing policies and best practices for healthy eating and active
living, grant writing and management, creating and sustaining linkages in
the community, strategic leadership, managing the Healthy Eating Active
Living (HEAL) team, program monitoring, planning and public relations.
*Work Location:* Downtown Seattle, Chinook Building located at 401 Fift
Avenue, Seattle, WA 98104.
*Work Schedule:* This full time career service position is exempt from the
provisions of the Fair Labor Standards Act and is not overtime eligible.
The work week is normally Monday through Friday with some evening and
weekend work required to meet work demand.

*EXAMPLES OF DUTIES:*
*Policy and Best Practices Development and Linkages*
- Develop, lead and support policy, systems and environment change
efforts and programs that support Healthy Eating Active Living.
- Provide Healthy Eating Active Living expertise and technical
assistance on policy and program development and initiatives to
departmental staff and community in implementing population-based
prevention efforts.
- Develop evidence and best practice-based policy briefs and strategies
for priority HEAL policy development work.
- Stay current on current evidence and best practices for obesity
prevention and promotion of healthy eating, active living for both the
general population and at risk populations.
- Inform staff in PHSKC and community partners of current evidence and
apply to strategic planning and intervention development.
- Develop linkages to local, state and national public health active
living and healthy eating programs and network with cutting-edge
programs,
thought leaders and organizations.
*Develop relationships with community partners and/or coalitions*
- Provide evidence-based , and/or best promising practices related to
healthy eating and active living recommendations to community partners,
public health students and practitioners, policymakers and the general
public.
- Support the King County Board of Health policy development by
assisting in strategic Board of Health actions and policies that support
improvement in nutrition and physical activity population measures.
- Support the development and inclusion of HEAL-focused policies
annually into the county, state and federal legislative agendas.
- Collaborate with University of Washington, Washington State
University, and other local universities through linked projects to
incorporate latest research findings and best practices into Public
Health
department programs
*Strategic Leadership*
- Support and provide leadership for the department's development and
implementation of broad community policy/systems/environment change
efforts
and programs to promote healthy eating and active living.
- Collaborate with and represent PHSKC in sector-focused and
multi-sector steering committees, coalitions, and workgroups consisting
of
agency staff, organizational partners, and community residents to advance
healthy eating and active living within geographic areas (e.g. statewide
policy coalitions, cities, neighborhoods) and sectors (e.g. schools,
parks,
worksites, childcare, food systems).
- Identify critical gaps in existing strategies and interventions and
identify innovative strategies and actions to address them, including
updating annual strategic plan.
*Grants Management and Program Development*
- Research and write grant applications; and assure the grant project
process is completed and grant deliverables are met.
- Develop, implement, manage and evaluate projects in the Healthy Eating
Active Living (HEAL) Unit.
- Develop and oversee budget and expenditures, negotiate grants and
contracts and provide oversight to grants and contracts for the HEAL
Program.
- Assure budget development, monitoring, fiscal projections and
reporting for complex funding streams is timely and accurate.
- Participate in media communication and promotion of the program and
work with other staff and community members to promote program
sustainability and viability.
- Prepare and provide oral and written reports or presentations to
funding agencies, officials, staff, community partners and other
appropriate groups.
*HEAL Team Manager*
- Provide leadership and management to a team of staff dedicated to
healthy eating active living and the promotion of Health Equity.
- Develop HEAL unit through team building activities, developing a
strategic work plan and providing support for professional development
opportunities.
- Direct and manage the HEAL Unit to include administrative oversight,
quality improvement/organizational development, setting direction and
day-to-day operations.
- Interview, hire, orient, train and supervise staff and assure that job
performance requirements are complete.
- Develop staff positions for Unit in conjunction with the Health
Services Administrator.
- Coordinate work load and delegate job responsibilities.
- Conduct performance evaluations reviews for professional staff.
- Assure Unit is in compliance with county policies, procedures and
guidelines.
- Approve time sheets, leaves of absence, vacation and sick leave.
- Other duties as assigned.
*QUALIFICATIONS:*
- Content expertise and program and personnel management experience in
public health, obesity prevention, nutrition and physical activity
promotion, with experience working on interventions with low-income and
diverse populations.
- Knowledge and skills in policy development, adoption and
implementation.
- Skills in strategic plan development.
- Grant writing, acquisition and management experience.
- Demonstrated leadership and supervisory experience.
- Excellent oral and written communication skills, including public
speaking.
- Knowledge and ability to work in a large agency.
- Demonstrated interpersonal skills.
- Five years of experience with increasing responsibility in a large
public health, community health or prevention organization.
- Public policy and program experience in promoting healthy eating and
physical activity, with expertise in working on public policy changes
that
promote health and address health disparities.
- Demonstrated experience working effectively with community partners
and stakeholders.
- Demonstration of strong verbal and written communication skills.
- Experience supervising a team.
- Ability to work effectively in a team.
- Grant writing, acquisition and management experience.
- Demonstrated project management skills.
- Demonstrated ability to develop and monitor budgets.
- Master's Degree in Public Health or other closely related field.
*Desired qualification:*
- Content knowledge related to Physical Activity, Nutrition, and obesity
prevention.
- Content knowledge related to Health Equity.
- Experience preparing, submitting and managing Federal Grants.
- Doctoral degree.
