Oregon: Applications now available for $16 million in SRTS infrastructure grants
The 2019-2020 solicitation cycle will distribute a total of $16 million to awarded projects that address barriers for students walking and biking to school and are supported by the affected school or school district. Cities, counties, ODOT, tribes, transit districts, and other road authorities are eligible to apply.

Projects must meet all of the following factors to be eligible: Safety projects on the public road right of way, consistent with jurisdictional plans, supported by the school or school district, within a one-mile radius of a Title I school (school with 40% or more low income students), and that positively affect the ability of children to walk and bicycle to school. In June, 60 Safe Routes to School practitioners from all over Oregon came together in Salem to learn about new funding streams, best practices and new tools to get kids walking and biking to school. Yes for Affordable Housing
In May, the Portland region's Metro Council voted unanimously to refer an important affordable housing bond to the November ballot. This regional ballot measure will create greatly needed affordable homes for low-income families, seniors, veterans, and people with disabilities throughout the Metro region.

We need to ensure children and families have a safe, affordable place to call home. This bond will help our region take a big step forward to address the housing crisis. The Safe Routes to School National Partnership supports this bond because families are being displaced, disrupting school progress and taxing budgets and our transportation system as people travel further to and from school. School districts are reporting homeless students at unprecedented rates in the region, and we must come together to address affordable housing needs.

Advocacy Sees Improvements to Metro’s Regional Transportation Plan Project List
Our policy staff in the greater Portland region recently partnered with seven other social justice organizations to write a letter to Metro urging significant changes to the RTP Project List and outlining concerns that the current list and investment strategy would not help us meet regional goals on equity, safety, climate, or congestion goals.

Metro subsequently asked local agencies for updates to the Project List, and we're pleased to report it will make a positive difference in providing safer, healthier, more equitable transportation choices for people in the region. Update on Vancouver's East McGloughlin Safety Project
In order to foster overall system connectivity, and address a major gap in the City's Complete Streets Network, Vancouver City Council has identified McLoughlin Boulevard from Reserve Street to Brandt Road, including segments of Brandt Road and Mill Plain Boulevard, as an opportunity to improve the safety for all users, including people biking and walking.
The focus of the project is to evaluate and design a complete streets treatment that will improve safety and accessibility for all street users, including people walking, biking, driving, and taking transit, and will improve conditions for students accessing the several elementary and middle schools along this corridor.

The City of Vancouver is currently taking comments and will finalize the design this summer. ODOT is updating the Oregon Public Transportation Plan (OPTP), which will provide a statewide vision for public transportation. Here are some of our key comments for suggested changes to the draft OPTP:

  *   Include communities who have been marginalized and disadvantaged, in leadership roles and advisory committees.
  *   Discuss how housing, gentrification and displacement impact people’s ability to access and use public transportation.
  *   Prioritize funding projects that positively impact low-income communities and communities of color.
  *   Strengthen transit access to parks and nature.
  *   Identify concrete steps the state and local agencies can take to meet the need for lower fares to reach youth and low income communities.

Comment on Metro’s Draft Regional Transportation Plan (RTP)

The plan identifies current and future transportation needs and projects, how much funding is needed to meet those needs, and what funds the region expects to have available over the next 25 years from local, state, and federal sources to make those investments a reality (spoiler: we need more resources to achieve everything we need to keep this region a great place).
