[HealthyTribes] OHA announces agency reorganization

Hello Grantees and Partners,

We wanted to share this recent Oregon Health Authority (OHA) announcement with you.  OHA Director Pat Allen announced to OHA a reorganized structure to improve transparency and accountability within the agency.  The reorganization reflects feedback from community partners, tribes, external stakeholders and  over the past months. The reorganization will affect multiple divisions within OHA with a goal to consolidate functions and improve coordination, such as Medicaid and behavioral health.  The  behavioral health programs within OHA are currently spread among Health Systems, Health Policy and Public Health divisions. The realignment is designed to elevate behavioral health as a program area, make behavioral health efforts and outcomes more transparent, and strengthen accountability to tribes, consumers, communities and partners.

Some of the proposed changes relevant to our coordinated state and local alcohol and other drug prevention work include:


  *   A new Behavioral Health Program area, consolidating existing programs, within the Health Systems Division.
  *   A new Office of Substance Use and Gambling Disorders within the consolidated Behavioral Health Program, led by a new Behavioral Health Director (TBD).
  *   The Alcohol and Drug Prevention and Education Program (ADPEP) and Strategic Prevention Framework-Partnership for Success (SPF-PFS)  project will align under the direction and strategy of the Office of Substance Use and Gambling Disorders but remain in the Public Health Division, Health Promotion and Chronic Disease Prevention Section.

OHA will be gathering feedback throughout May for final approval by the Oregon Health Policy Board in June. The proposed changes are to be effective July 1, 2018.
