[Libs-Or] Red Flags Rule

The OLA Legislative Committee is actually working on a best practices
piece.  We don't have this finished yet but we have it at least half way
done.  The small task force will be working on it more this month to take it
to the full committee at our December 7 meeting.  I know that seems like a
long time but who knows, you might find it helpful in the end.
