State Library Board Met in Salem
The State Library Board met on Friday, February 22nd at the Oregon State Library in Salem. The Board heard a report on the Libraries of Oregon<http://librariesoforegon.org/> website and approved the use of unallocated FFY2012 funds for five LSTA projects. In addition, the Board heard a report from the State Library Reorganization Steering Committee and discussed Benchmark #38. Chair Sam Hall appointed subcommittees to take on several specific tasks of the Board and report back at the April 24, 2013 Board meeting.

Oregon State Library 2013 Spring Lecture Series Continues
[JensenCover]The Oregon State Library is pleased to announce the second lecture in our 2013 Spring Lecture Series. On Wednesday, March 20, in Room 103 from 12:00-1:00, Professor Kimberly Jensen will present, "Oregon's Doctor to the World: Esther Pohl Lovejoy and a Life in Activism." Esther Pohl Lovejoy was the second woman to graduate from the University of Oregon Medical Department in 1894, served as Portland City Health Officer, and was a leader in both the 1906 and 1912 campaigns for women's suffrage. Lovejoy developed important skills in the public health and suffrage movements in Oregon and expanded them in her path-breaking work in medical humanitarianism relief from 1919 until her death in 1967 as chair of the American Women's Hospitals. Most disease, suffering, and death, she believed, were the result of wars and social and economic inequities, and she was determined to combat those conditions through organized action. Kimberly Jensen received her Ph.D. from the University of Iowa and is currently Professor of History and Gender Studies at Western Oregon University. In addition to her newly published book, Oregon's Doctor to the World: Esther Pohl Lovejoy and a Life in Activism (Seattle: University of Washington Press, 2012), she is also the author of Mobilizing Minerva: American Women in the First World War (Urbana: University of Illinois Press, 2008), and co-editor, with Erika Kuhlman, of Women and Transnational Activism in Historical Perspective (Dordrecht, The Netherlands: Republic of Letters, 2010). She is a member of the Oregon Historical Quarterly editorial board and a board member of the Oregon Women's History Consortium. Please join us in March as our Spring Lecture Series continues.
Library Services and Technology Act Grant Brief Proposals Due April 12, 2013
The application packet for FY2014 LSTA competitive grant proposals is available through the main grants page of the Library Development Services website<http://www.oregon.gov/osl/LD/Pages/grantmainalt.aspx>. Oregon's LSTA grant program has funded many types of projects - outreach, digitization, technology demonstrations and more. See some older grants through our link<http://www.oregon.gov/osl/LD/Pages/LSTAcomp.aspx#past_lsta_grants> to past competitive grants. Short proposals are due April 12, 2013. If you are working on an idea for a grant, feel free to contact Ann Reed<mailto:ann.reed at state.or.us> at (503) 378-5027. We can answer any questions you may have and be a good sounding board for your idea.
Assistance Available for Library Support Staff Certification Program
[OLA SSD Logo]The Support Staff Division of the Oregon Library Association (OLA) and the Oregon State Library are offering financial assistance to library support staff applying for certification in the American Library Association's Library Support Staff Certification (LSSC) Program. The LSSC Program offers library employees the opportunity to achieve recognition for their experience, enhance library service, and increase skills and knowledge in areas like the foundations of librarianship, technology, and communication. The LSSC Program is funded by a grant to ALA from the federal Institute for Museum and Library Services, and managed by the ALA-Allied Professional Association. The Registration Assistance Awards of one-half of the registration fee are part of this grant. The Support Staff Division of OLA and the Oregon State Library will be offering four Registration Assistance Awards this spring. The Awards are for $175, one-half of the LSSC registration/application fee. Successful award recipients will be asked to pay the remainder of the registration fee with their own funds or funds obtained from other sources. An application form to apply for the Registration Assistance Awards is available from the Support Staff Division of OLA on their website<http://www.olaweb.org/index.php?option=com_content&view=article&id=319>. The deadline to submit the application is March 15, 2013. Support staff from all types of libraries are invited to apply. The recipients of the Award will be chosen by a random drawing on March 16th. Five LSTA Projects Approved by Oregon State Library Board of Trustees
At their February 22, 2013 meeting, the Board approved five projects to use unallocated FFY2012 funds. The projects have a short time-line, and will impact a number of people. The projects are:
A. Sage Library System - De-duplicate bibliographic database ($30,000)
B. Statewide Every Child Ready to Read Train the Trainers ($23,000), which includes training for libraries and state agencies, as well as copies of the Every Child Ready to Read kits to the 63 public libraries that did not get them last time.
C. Upgrade online library directory<http://www.oregon.gov/osl/LD/Pages/directories.aspx> to add fields for the passport program and other identified features ($10,000), which has saved time and satisfied the need for contact information for Oregon libraries. The listings were originally envisioned to be much fuller, for instance including typical hours and key personnel.
D. Outcomes-Based Evaluation consulting and training for librarians and OSL staff, recorded webinar, create a toolkit including DVD of webinar. ($35,000)
E. Statewide Digitization Effort - Hire a consultant to identify what is being done, what is needed, and develop a plan ($40,000)
Braille American Flag Dedicated at the Oregon State Library
[FlagDedication]A tactile Braille American flag was presented to the Talking Book and Braille Services at the Oregon State Library by the Oregon Columbia Regional Group (OCRG) of the Blinded Veterans Association. The dedication ceremony for the flag was held on Thursday, February 21st. Governor Kitzhaber, President of the OCRG Rae Hail, State Librarian MaryKay Dahlgreen, Public Services Librarian Elke Bruton, and veterans from the Salem area were part of the dedication ceremony. Talking Book and Braille Services is very proud to have this flag that honors not only our blind veterans, but all American veterans.
2013 Oregon Book Award Finalists' Bookmarks Now Available
The 2013 Oregon Book Awards finalists<http://www.literary-arts.org/oba-home/> have been announced and the winners will be announced at the Awards Ceremony on April 8, 2013. Literary Arts is making the template for their Oregon Book Awards finalists' bookmarks available to all libraries to download and print. To print these bookmarks 1) go to this site<http://www.oregon.gov/OSL/LD/aboutcenter.shtml>, 2) scroll down to '5. Oregon Book Awards' where you will see four links that will take you to .PDF documents that are the templates to the bookmarks, and 3) click on each bookmark link to open that template and print. Here are some other ideas for promoting the Oregon Book Awards: 1) purchase or request donations of the Oregon Book Awards finalists' books to be added to your circulating collection, 2) link<http://www.literary-arts.org/oba-home/> from your website to the Literary Arts website to announce the Oregon Book Awards finalists, 3) conduct a Mock Oregon Book Awards workshop, 4) host an Oregon Book Awards book club, or 5) contract with one of the authors to present a lecture or event.
Elke Bruton Receives Julie Klauber Award
Elke Bruton, Public Services Librarian at the Oregon State Library Talking Book and Braille Services was awarded the Julie Klauber Award. This award is given to the person who works with Keystone Library Automation System (KLAS) in their daily job functions and shows outstanding service to their library. KLAS provides a quality integrated library system for libraries including talking book libraries, resource centers, and associations. Through Elke's tenure at the State Library, she has streamlined functions and provided new means of serving our patrons more efficiently. As part of the award, Elke will be attending the KLAS User's Conference in Chicago.

U.S. National Libraries Implement Resource Description & Access (RDA)
[RDALogo]The Library of Congress, the National Agricultural Library, and the National Library of Medicine will implement a new cataloging standard, Resource Description & Access (RDA), on March 31, 2013. RDA builds on the work of the Anglo-American Cataloging Rules, Second Edition (AACR2) and is based on the conceptual models of the Functional Requirements for Bibliographic Records (FRBR). The Program for Cooperative Cataloging (PCC) will also implement the new standard for authority records on March 31. Libraries will begin to see more catalog records with authorized access points and descriptive information that are based on these updated instructions. One of the most noticeable changes will be a significant decrease in the use of abbreviations. Local libraries outside of PCC are free to make their own decision about when to implement RDA rules in their local catalogs. State Library cataloging staff will begin creating RDA test records after July 1, 2013 and anticipate implementing RDA for original cataloging in late 2013 or early 2014. Ione Library District Starting Operations
[Ione]Oregon's newest district library, Ione, started its life in November, 2012, with the passing of its tax levy. The district was formed in May, 2012. Library service of some kind has been offered for the last 80 years in Ione, mostly on a volunteer or small budget basis. Located in western Morrow County, and encompassing the school district area, the library is starting to automate its catalog and upgrade its services.
The Oregon Library Passport Program Off and Running
[Passport]The Oregon Library Passport Program<http://librariesoforegon.org/passport>, a statewide patron-initiated reciprocal borrowing program, is off to a great start! Launched in January 2013, the program now has 88 participating libraries and branches and is continuing to grow. Sponsored by OLA's Resource Sharing Committee, the Oregon Library Passport Program recognizes that library service ought to mirror the way Oregonians live, work, shop, and play, and reduce barriers to library service. The underlying premise is that cardholders of legally-established libraries ought to be able to use other legally established libraries and vice versa. Libraries are opening their doors to patrons of other participating libraries, where they can use their local library card as their passport to libraries across the state. This addresses the long-standing goal of sharing resources between libraries that has been reflected in past OLA strategic plans.
