Job Description
Business Manager
I. DEFINITION
To administer the fiscal affairs of the Library District in such a way
as to provide the best possible Library services with the financial
resources available. Responsible for managing the accounting, budgeting,
and financial reporting functions. General duties include budget
development and administration, overseeing the financial aspects of
insurance, the employee benefits program, and general service programs.
II. SUPERVISION RECEIVED AND EXERCISED
Works under the direction of the Library Director.
III. ESSENTIAL RESPONSIBILITIES
* Attend all Board and budget meetings.
* Keep a record of all receipts and expenditures according to
the accounting system established by the District. A monthly financial
report shall be submitted to the District Board at the regular meeting.
Said report shall list the receipts, expenditures and comparisons to the
budget.
* Manage the fiscal section of the District under the
jurisdiction of the Director and the District Board, including
recommendation of prudent fiscal policy.
* Assure compliance with Oregon Laws and Administrative Rules
and regulations, as well as Library District Policy, procedures, and
rules and regulations.
* Act as Custodian of District Funds.
* Manage all revenues received by the District, to see that
these funds are deposited in Board designated depositories, and shall
invest such funds as deemed advisable by the Board, and shall borrow
funds as designated by the Board when necessary to meet payroll or
accounts payable.
* Responsible for and maintain General Ledger and Full Cycle
Accounting Records following GASB standards.
* Prepare Payroll, and all related government reports, and
provide vacation, sick leave and PERS contribution updates with monthly
employee paychecks.
* Calculate PERS benefits for employees meeting eligibility
requirements, and prepares monthly, semiannual and annual reports.
* Process all Accounts Payable including reimbursements.
* Develop annual District Budget(s). Compiles histories,
forecasts, and other fiscal data. Coordinates staff input and
participation, and presents budgets to the Budget Committee and to the
Board.
* Arrange for and meet with the auditors, and prepares the
necessary records, files, reports, and schedules as required by them for
the annual audit.
* Assure that the district is adequately protected with
Insurance consisting of: General Liability, Fire, Theft, Errors and
Omissions, bonding and employee benefits.
* Track and properly record Petty Cash transactions.
* Provide financial data as requested for Grant applications,
and reports of expenditures for grants received.
* Prepare resolutions for the Board relating to Tax Levies,
Adoptions of the Budget, making Appropriations, and other Fiscal
matters.
* Prepare i.e. review contracts as needed for various
individuals, groups, companies, and others who provide services i.e.
materials to the District, and be aware of when PERS may be applicable
to individuals.
III. ESSENTIAL RESPONSIBILITIES (continued)
* Notify the Director and the Board of potential budget
shortfalls, overspending, or other potential problems.
* Enhance professional development by attending workshops,
seminars, and classes.
* Maintain a Fixed Asset and equipment inventory in accordance
with GASB regulations.
* Inform Director and Board of time lines and relevant due
dates.
* Maintain positive working relationship with Library staff and
Board of Directors.
* Create backup procedures for absences.
IV. OTHER DUTIES
* Participate in library meetings and committees as authorized.
* Attends workshops and continuing education programs as
appropriate, fulfilling expectation of at least one per year.
* Perform other duties as assigned
V. ESSENTIAL QUALIFICATIONS
A. Knowledge of:
* Library systems, principles, policies, and procedures.
* Computers and other standard office equipment.
* Computer applications such as recent and current versions of
Windows, Excel, Internet, and email.
* Office procedures and practices.
B. Specific Knowledge of:
* Oregon Municipal Budget Law.
* Governmental Accounting Standard Board (GASB).
* Municipal Accounting.
* General Ledger and balance sheet preparation.
* Payroll, including Federal and State Reports.
* PERS (Public Employees Retirement System) Calculation of
benefits, Eligibility Requirements, and monthly, semiannual and annual
reports
* General ledger accounts
Accounts Payable.
Accounts Receivable.
Bank Reconciliation
* Cash flow projections.
* Independent Contractor versus employee status requirements.
* Workers Compensation: When and how to file claims, Class
codes descriptions, calculations for benefits.
* Oregon Laws and Administrative Rules and regulations, as well
as Library District Policy, procedures, and rules and regulations.
* OSHA reporting Requirements.
C. Experience and Training:
Equivalent to a four-year university education in Accounting, Finance,
Public Administration, Business Management, or related field, is
desirable, plus four years of related experience in public sector
accounting; or any combination of education, experience, and training
which provides the knowledge, skills and abilities sufficient to
successfully perform the essential duties of the job.
D. Requirement:
Shall absolutely be qualified to be bonded as required by the District
Board and Oregon law.
VI. PERFORMANCE REVIEWS
Performance and contribution to the job and other characteristics will
be formally reviewed annually in accordance with provisions of the
Board's policy on evaluation of other employees (excluding the Director)
and State Laws.
VII. PHYSICAL REQUIREMENTS
Work is performed in clean, well-lighted space. Involves frequent
sitting for long periods and frequent standing/walking.

2. Employee may use hands for repetitive:
a. Single grasping
b. Pushing and pulling
c. Fine manipulation
3. Employee may need to:
a. Bend occasionally
b. Squat occasionally

4. Lifting: Medium work - Lifting 40 pounds
