Measure 20-235 - Eugene Public Library Levy - City of Eugene
QUESTION:  Shall Eugene levy $2,700,000/year for five years, beginning 2016-2017, to increase library hours and expand other library services?
This measure may cause property taxes to increase more than three percent.

SUMMARY:  On November 3, 2015, City of Eugene voters will decide whether to fund expanded Eugene Public Library services for five years. Measure 20-235 was placed on the ballot by the Eugene City Council.
If approved by voters, Measure 20-235 would expand Eugene Public Library services at a cost of about $36 per year on each property tax statement.
The levy would add 22 hours each week at the neighborhood Bethel and Sheldon Branches, bringing each to a total of 48 open hours across six days each week. (Currently, they are open 26 hours across five days.) Sunday morning hours would be restored at the Downtown Library.
Measure 20-235 funding
The Library's current level of services is supported by $10.6 million per year from the City of Eugene General Fund and donations. If approved by the voters, the levy would add $2.7 million annually for five years (about $36 per year for a typical Eugene property tax statement, or about 17¢ per $1,000 assessed value).

Measure 34-235 - Library Replacement Levy - Washington County



Question:  Shall Washington County support library services countywide by levying 22C per $1,000 assessed value for five years, beginning in 2016? This measure may cause property taxes to increase by more than three percent.



Summary: This measure replaces a levy that expires in June 2016. It supports member libraries of Washington County Cooperative Library Services (WCCLS) in Banks, Beaverton, Cedar Mill, Cornelius, Forest Grove, Garden Home, Hillsboro, North Plains, Sherwood, Tigard, Tualatin and West Slope; adds Aloha Library. It funds central support and outreach services linking libraries together. Expiring levy provides 1/3 of total WCCLS funding.

Measure 22-139 - Sweet Home Library Five Year Operating Levy Continuation



Question: Shall the City continue the Library Operating Levy beginning in 2016 and maintain current services for another five years? This measure may cause property taxes to increase more than three percent.



Summary:  This levy would begin July 1, 2016 and all revenues received used to provide continued funding for the City of Sweet Home Library operations through June 2021.

This five year levy would produce at a rate of $1.17 per $1,000 of assessed value an estimated total of $2,620,269.02 from the following estimated annual authorizations to levy: $493,539.65 in 2016; $508,345.84 in 2017; $523,596.21 in 2018; $539,304.10 in 2019; and $555,483.22 in 2020. This estimate may reflect the impact of early payment discounts, compression and the collection rate.
