I cant speak to Special Districts, but our Municipality requires the following:

              CITYMeeting RoomS Insurance Policy  The following is Citypolicy regarding liability insurance requirements for private use of meetingrooms in City buildings: A.        Public Meetings up to 40*Attendees Licensee is not required toprovide a certificate of liability insurance for all rooms.  In the Convention Center this would pertainto the upper level and Seamist Room. * Exceptions: Meetings and eventswhere catering and alcoholic beverages are served would fall under category“B”. B.        Public Meetings between40 – 100 Attendees Licensee shallmaintain in full force and affect during licensee’s use and occupation of thefacilities as herein provided and any extension thereof, at licensee’s expense,bodily injury, liability andproperty damage insurance.  In additionto licensee, the City of Seasideand its employees and agents thereof shall be named as additional insured.  The policy shall not be less than fivehundred thousand dollars ($500,000.00) Single Limit covering bodily injury, personal liability and property damage (fordamage to property of City of Seaside)arising out of or in any way connected with licensee’s agreement.  C.        Public Meetingsconsisting of 100+ Attendees Licensee shallmaintain in full force and affect during licensee’s use and occupation of thefacilities as herein provided and any extension thereof, at licensee’s expense,bodily injury, liability andproperty damage insurance.  In additionto licensee, the City of Seasideand its employees and agents thereof shall be named as additional insured.  The policy shall not be less than one milliondollars ($1,000,000.00) Single Limit covering bodily injury,personal liability and property damage (for damage to property of City of Seaside) arising out of orin any way connected with licensee’s agreement.                                                                                                                                                       Date:October 1, 2007

Thanks for the reminder about the Oregon Public Library Standards.  I sent that information along with a note to the key people at. SDAO expressing my dismay that after all of my years of working with them they still know so little about libraries.  I also let them know that meeting rooms have been an important part of library service.

I think that with state standards, you might want to share with your insurance company that the business of libraries is to provide public meeting room space.

I asked last year and I am still trying to wrap my head around this. We are a Special District and our agent has told us that groups must present a certificate of insurance to use our meeting room. Regardless of type of group and if they are meeting during business hours.  How are these groups different from people using study rooms or a group at a table? SDAO said that our business is providing materials and computers.  Not public meeting areas.

Please let me know if you require an insurance certificate.
