Measure - 4-222 - City of Warrenton - Clatsop County - Renewal of Local Option Levy to Continue City Library Services
QUESTION:
Shall Warrenton keep its library open by levying $0.33 per $1,000 assessed value for five years beginning FY 2023-24? This measure renews current local option taxes.

SUMMARY:

Measure renews a library levy that expires June 30, 2023. The renewal supports existing library hours, library programs including children's reading programs, homework and learning support, job seekers assistance, and programs and services for all ages, with focus on school age children, for the City of Warrenton Community Library. The levy provides 100% of total library funding. The City of Warrenton Library will close if the operating levy fails.

It is estimated that this tax will raise $254,654 in FY 2023-2024; $262,294 in FY 2024-2025; $270,163 in FY 2025-2026; $278,268 in FY 2026-2027; $286,616 in FY 2027-2028, for a total of $1,351,994 over the five-year period. A home with an assessed value of $250,000 will pay a total of $82.50 per year.

Measure - 24-481 - Gervais School District #1 - Marion County - Authorizes General Obligation Bonds to Improve and Update School Facilities
QUESTION:
Shall Gervais School District No. 1 issue $24,490,000 general obligation bonds for school capital construction, improvement and repair costs? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.

SUMMARY:

The District has been awarded a $4,000,000 State grant, available only if the bonds are approved.

Bond and grant would fund capital costs within the District, including:

Middle School: Construct new multipurpose building for cafeteria, kitchen, performing arts, library, media, STEM, classroom and office space, community use. Improvements to existing building and site, gym, entry, expansion of drop-off and parking zones for safety, walkways.

Bonds may be issued in one or more series: each maturing within 25 years from issuance. Bond tax rate estimated at $1.97 per $1,000.00 of assessed value. Actual rates may vary based upon interest rates and changes in assessed value.

Measure - 31-117 - Cove School District 15 - Union County - Bonds to Provide Additional Instructional Space
QUESTION:
Shall Cove School District issue up to $4,000,000 in principal amount of bonds to provide additional instructional space? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.

SUMMARY:

The State will provide a $4,000,000 matching grant if voters approve the bonds. If voters do not approve the bonds, the grant will be diverted to a different school district.

The proceeds of the bonds would pay capital costs to provide an additional school facility and related improvement and pay bond issuance costs. Specifically, the school facility is expected to serve as an elementary school, provide additional instructional space and a library; provide up-to-date safety, security and technology features; and be seismically sound and accessible to all, including people with disabilities.

Bonds may be issued in multiple series; each maturing within 15 years from issuance. The estimated annual tax rate would be $1.76 per $1,000 of assessed value. Actual levy rate may differ due to final interest rates and changes in assess value.
