Measure - 2-141 - City of Corvallis - City Livability Services Local Option Levy
QUESTION:
Shall Corvallis impose $1.07 per $1,000 of assessed value, for five years beginning July 1, 2024, for livability services?
This measure may cause property taxes to increase more than three percent.

SUMMARY:

The City of Corvallis would use the tax revenue from this measure for services that enhance City livability and culture. Revenue from this measure would be restricted in the following amounts or percentages (with FY 2024-2025 estimated dollar amounts):

  *   $480,000 for annual grants allocated to local social services agencies ($480,000)
  *   51.9% of the remaining revenue (after the $480,000 allocation) would be allocated to services at the Corvallis Public Library, including open days and hours, materials, programs, and outreach ($3,137,511);
  *   48.1% of the remaining revenue (after $480,000 allocation) would be allocated to services at Parks & Recreation, including recreation programs, Osborn Aquatic Center, Corvallis Community Center, the Majestic Theatre, and Parks services and maintenance (2,907,789);
  *   By fiscal year, this levy is estimated to raise; 24-25, $6,525,300; 25-26, $6,719800; 26-27, $6,920,100; 27-28, $7,126,600; 28-29, $7,339,500 for a total of $34,631,300.

Measure - 24-491 - City of Salem - Marion County - Tax of Wages and Self Employment Earnings to Fund Services
This question is being followed by the State Library because there have been some statements from City of Salem officials that the library budget could be cut if the measure doesn't pass, although that's not a certainty.

QUESTION:
Shall the City impose a 0.814% tax on "wages" and "earnings from self-employment" performed within Salem to fund "community safety services?"


SUMMARY:

If approved, measure would impose a tax on specified wages and self-employment earnings for work performed within Salem. Under the measure:

  *   Gross "Wages" and "net earnings from self-employment" would be taxed at rate of 0.814 percent.
  *   "Wages" defined by ORS 316.162(2): "renumeration for services performed by an employee for an employer, including the cash value of all renumeration paid in any medium other than cash;" exceptions.
  *   "Net earnings from self-employment" defined by 1986 Internal Revenue Code.
  *   No tax for earnings at or below minimum wage or on earnings for work performed outside Salem.
  *   Employers required to withhold tax from employees' wages and remit quarterly to City. If employer fails to withhold, employee must remit tax to City.
  *   Self-employed people would be required to remit tax to City.
  *   Use of revenue from the tax limited to administration of the tax and "community safety services" defined to mean "police, fire, emergency medical services, 911 call service, code enforcement, and unsheltered services."
  *   City Manager may make rules and interpret ordinance, issue penalties, and collect tax.
