[Libs-Or] Access to physical copies of Oregonian discontinued in certain areas?

Over here at Eastern Oregon University we stopped receiving a physical copy
of the Oregonian in about 2018 or 19. If I remember correctly they were
mailing it to us at the time and even stopped providing that service for us.
