Hello,

Welcome to EE Plan Management for the 2015-16 plan year.  EE Plan Management is open and continues through Friday, June 19th.  We wanted to provide you with a quick update on the status of the plans and rates for the 2015-16 plan year and let you know MyOEBB is ready for the 2015-16 plan selection process.  The Board met on April 28th and approved the plan offerings, benefit changes, and rates for the upcoming 2015-16 plan year.  For access to the rates and plan offerings, click on the link below:

The Board made very few changes to any of the medical, dental and vision plans. The only change that will affect EE Plan Management is the expansion of the Moda Synergy Network medical plan options into the following counties:

  *   Clatsop
  *   Columbia
  *   Hood River
  *   Lincoln
  *   Klamath
  *   Tillamook
  *   Wasco

This means that either the Synergy or the Summit Network plans are available to OEBB members in all counties other than: Coos, Curry, Douglas, Deschutes, Crook and Jefferson.

The Summit, Synergy and Kaiser Permanente plans will populate based on the zip code of your entity.  If these plans are available in your area, they will be automatically added as a plan option.  If you would like to add a plan(s) that aren't available in your area, please contact OEBB either by email oebb.benefit at oregon.gov<mailto:oebb.benefit at oregon.gov> or by phone at 1-888-469-6322 for assistance.  OEBB will be happy to review your request and guide your entity with decisions.

The Board will continue to allow all medical, dental and vision plan choices be made available to an employee group within a zip code area.  The zip code restricted plans will be all plans offered by Kaiser Permanente and Summit and Synergy Network plans offered by Moda Health.  Just like last year, the educational entity or employee group will have the option of restricting choices by deselecting plans in EE Plan Management.  However, by leaving all options in MyOEBB for employees to consider during open enrollment, individual employees will have the ability to consider and select which medical, dental and vision plan best meets their needs and/or the needs of their family.  Moda Medical Plans A through G (Statewide, Summit or Synergy) can be used independently or with an HRA, but Moda Medical Plan H (Statewide, Summit or Synergy) must be partnered with a Health Savings Account (HSA) at the employee level.

OEBB will be having a mandatory open enrollment this year. All OEBB members will be required to re-enroll in medical, dental and vision coverages for 2015-16 during the 2015 Open Enrollment period to have coverage for themselves and their eligible dependents.  Life, disability, AD&D and long term care plans and employee assistance program (EAP) elections will continue without re-enrollment.

WageWorks will replace Chard Snyder as the preferred vendor for flexible spending account (FSA) administrative services.  They will offer a commuter pre-tax benefit at $4.50/month per participating employee and Healthcare/Dependent Care accounts at $3.35/month per participating employee.  Additionally, WageWorks will replace U.S. Bank as the OEBB-preferred vendor for health savings accounts (HSAs) at $2.00/month per participating employee.  You can find more information on WageWorks on the OEBB website and we plan to offer at least one webinar on these new services later this month.

We ask that entities enter the MyOEBB Admin Module during this time to review new plan offerings for their employee groups, deselect any plans (if needed), or simply confirm plan offerings if no changes are necessary or desired.  OEBB staff have been traveling throughout Oregon presenting to insurance committees and will be doing so through about the first week in June.
