In the coming months, Licensed Professional Counselors, as well as Licensed Marriage and Family Therapists, will see many changes to the landscape of both private practice and agency work. The Oregon Counseling Association (ORCA) is working to bring accurate and useful information to licensed counselors in Oregon. This workshop will explore the changes in two federal programs, Healthcare Reform (ACA)and HIPAA, as well as new rules from the Oregon Board of Licensed Professional Counselors and Therapists.

THE PRESENTERS

DOUG QUERIN, JD, LPC, formerly a trial lawyer, is a Licensed Professional Counselor and current member of the OBLPCT. He is employed by the Oregon State Bar where he consults and counsels lawyers, judges, and law students. He is also an adjunct professor at PSU and George Fox University, chairs ORCA's Ethics and Human Rights Committee, and is a frequent presenter on ethics and risk-management issues in the mental health professions.

Doug's presentation will address recent changes in the licensing board ethics code, including those dealing with records, record-keeping and record custodians' issues in the counseling/therapy profession.

ROY HUGGINS, MS NCC, is a counselor in private practice and director of Person-Centered Tech. Roy worked as a professional Web developer for 7 years and uses that experience to help clinicians' understand the Internet and other electronic communication mediums for the future of the professional counseling profession. Roy also serves as Technology Chair for the Oregon Counseling Association. He routinely consults with mental health colleagues on ethical and practical issues surrounding tech in clinical practice.

Roy will present on current technology challenges Oregon counselors face including: new changes to HIPAA laws and their impact on counselors, complying with the new OBLPCT rules around record-keeping and custodians of record, and how the coming policy changes to the health care environment will push counselors to adopt new technology in their practices.

LARRY CONNER, MA, LPC, has been in private practice in Portland for 22 years and is currently Public Policy and Advocacy Chair of ORCA. Larry was instrumental in the passage of the Practice Act in 2009, which gave LPCs and LMFTs health insurance reimbursement. As the President of OMHCA, he supported the merger of OMHCA and ORCA to create a single strong organization representing LPCs in Oregon. Larry has served as the President of COPACT, the lobbying organization working on behalf of LPCs and LMFTs in Oregon. He has presented numerous times on Health Care Reform to help LPCs and LMFTs manage the changes that are coming.

Larry will speak about how the Affordable Care Act is changing Oregon health care and the resulting impact on LPCs and LMFTs.

Attendees will be able to:

  *   Identify the ethical obligations under new OBLPCT rules regarding records, record keeping, and custodian of record requirements
  *   Make a plan for complying with the new OBLPCT requirements that satisfies relevant ethical and legal requirements, including those relevant to electronic records
  *   Describe the ways that the 2013 HIPAA laws will impact counselors and clients
  *   Describe legal-ethical concerns around coming technological needs of counselors following health care reform
  *   Assess the ethical impact of health care reform on mental health services, with special focus on the impact to Oregon counselors
  *   Describe ways to respond ethically to the new healthcare paradigms in Oregon
