[OMS_MANAGERS] flower basket watering programs

Thanks, all. We have a program that we started last year, with baskets hung
in the right of way on light poles. Basket sponsors pay $100/year. This
money paid for the plant material and the maintenance throughout the season.
We contracted with a local non-profit for the maintenance. We are planning
to do the same this year, but wanted to "formalize" the program better for
improved quality & accountability. I was hoping someone had a vendor
contract for this kind of work that we could "steal"!

I'm interesting in knowing if anyone out there has a flower basket watering
program in place in which you have a contract with a third-party vendor to
take care of the flower basket maintenance/ watering. If so, I'd like to see
