Based on our parking studies and books I've read from Shoup and others,
differentiating between your resources is a must. I use the metaphor of on
street spaces being like a busy restaurant-the more turnover you have of
space the more customers you can serve. So limits on the most convenient
spaces-on street in front of businesses-should be the shortest.

 

We have 2 hours free on street, 3 hours in our garage and $1/hour (after
first two free) in one surface lot and $5 all day in our garage.

 

Much of the complaint we've had is that the policy has been driven to stop
employee/owner abuse with the customer being penalized. I really like
Albany's employee lot, however, our city has created something similar a
$15/month permit lot and sales have been horrible. I think it comes down to
people not valuing the parking and therefore not willing to pay.

 

The majority of folks feel that it'd be best to just go to metering on
street, but the ones that are gaming the system and don't want to pay
anything (virtually all employees, not customers) have been vociferously
opposed so as not to lose their free parking.

 

Bend is 4 times the population of K Falls, so the market rates might be
different, however, as I have studied it, you are on the right track. Lots
should accommodate longer stays.

Downtown Albany Has lots of different limits dependent upon what the
business is that fronts the space. 

*	Most of the street parking that is directly in front of a business
is 3 hour 
(a few are 30 minute and a couple are 10 minute).

*	We have all day customer employee permit spaces that are on street
but not in front of a business 
(i.e. around a surface lot or on the side of a building). 

*	We have (3) 4 hour customer lots. 

*	(1) all day customer only lot. 

*	(1) all day employee free lot. 

*	And (3) Resident/Employee lease lots. 

Clearly worded and well placed signage is a must.

 

Business owners can apply to have the timing of the space directly in front
of their business changed. 

But it has to be one of the on street limits (i.e.. all day, 3 hour 30
minute or 10 minute).

Downtown Salem has had 2 hour limit for quite some time. Our parking studies
for the last four years indicate it is working efficiently. We also have two
free parking garages which are underutilized. We have some longer term 10
hour spots closer to the Courthouse and metered in a limited area. Our
average stay has been consistent in the last four years with just around 1
hour and 45 minutes. Businesses do not encourage their customers to use the
parking structures especially for the hair salons, the personal services
businesses seem to need extended stay.

Erik, 

 

La Grande currently has two hours parking limits throughout the downtown
area.  About a year ago, we explored changing to three hours.  While this
seems to be the more desirable time allotment for a lot of the community, in
the end, the  cost of replacing all of the signs was just too much for our
town to support.

The City of Klamath Falls is considering increasing the time limit of
parking in its public parking lots from 2 hours to 3 hours.   Currently both
the parking lots and streets have a 2 hour limit.  Does anyone have a 3 hour
limit for parking in their Downtown?  Does anyone have 2 different time
limits for parking lot and street?  What other time limits do other Downtown
have?
