They were "improving" the land. In 1852 it was required that the settler lived on and cultivated the land
for four years.
Both sets of my 2ggrandparents came in 1853, their DLCs are dated 1865, 66, and 69.
Grandpa and Grandma Palmer came in 1853, got a parcel of land next to her brother and stayed there,
working the land till they sold it to the Catholic Church in Mt. Angel. Then he took up the General Store
and bought and sold "lots" in that town and others. No more farming for him!
Grandpa Parks arrived in '53, took up land in Douglas County, received one DLC in '65, another in '66,
moved to Union sometime after the 1860 census, took up more land and got another in /69. I gather that he
had to pay for the Union County property, as the rules had changed by then, probably something like $1.25
an acre. Of interest is that Grandpa Parks then moved to Whitman County, Washington Territory and
repeated the whole thing again, this time under the Homestead Act. Go figure!
