Allison:  Yes, I live in University Place, Washington.  However, it is at least 200 and more like 300 miles to Milton Freewater from my home.
Unfortunately, I can give you no info on birth certs, etc.
My home is just south of Tacoma, Washington, and within a mile of  Puget Sound.

I noticed that you are from University Place, Washington which is very close to Milton-Freewater, Oregon.  I was wondering if you (or any others that could give advice) might be able to help me.  My grandfather was born at home in Milton Freewater, Oregon (Freewater at the time) on March 28, 1918 but I can find no record of it at the county, city, or state level (I have checked both Oregon and Washington).  Since Milton Freewater is on the border of the state line, could you tell me if there are any special rules regarding delayed birth records.  I have no idea where else to look.  I have even tried newspaper clippings.  Any ideas would be greatly appreciated!
