I was sure that the "History of the Deschutes County" had an article about
the Freight Wagons coming into Bend from Shaniko. But when I pulled the
book I could not find it.

You need to contact the Deschutes County Historical Society and ask about a
copy of the quarterly that has the article.

What I remember from proof reading it:
Each freight team had a set of bells. If they got stuck and had to have
help getting up cow canyon they had to give their bells to the team that
pulled them out. You could tell which company was approaching town by the
sound of the bells. Each set was different and the teams were identified by
the sound.

If a team came into town without bells they were announcing to the world
that they could not do the job. A driver would unhitch a wagon or wagons,
pull the rest of the wagons to the top of the canyon, and go back for the
one or ones left at the bottom, rather than let someone else help him. They
fought snow, mud and everything else mother nature could throw at them.
