[or-roots] Delays

I'm not sure what is happening, but some incoming messages are being delayed from a few minutes to several days.  I know my ISP (Cox Cable), is now screening ALL e-mail for spam and virus attachments.  This filtering is optional on Cox (I can turn it on/off), but I can't speak for other ISP's.
