You can obtain all the deed records from Multnomah County with the physical
or legal description.  You have the physical description so just call a
Title company, ask for customer service and tell them you need copies of
deed history for that property.  It's all public record.  I prefer First
American Title because they are really great about getting you the info and
they will fax it to you or mail it whichever you prefer.

You can use www.whitepages.com to find any reverse address in the country or
reverse phone number or do any variety of search to locate someone.

The address at 1033 NE 61st is not a published address in the white pages,
therefore the occupant must have an unlisted phone number.

The address is good and is deliverable for US Mail according to the United
State Post Office.

Sue,  I believe most libraries have a reference book called a "reverse
directory" which lists occupants by address.  Used to use it all the time
when working in residential real estate.  Some times they are a year or so
