Have you contacted the Oregon State Archives to have them check for a
Penitentiary record for him? It looks like somebody has provided the
information from the online index to you already.  It might provide some
additional information that would give a direction to pursue, certainly
looking for a record of his conviction in the Washington County Court
records should be possible.

Some inmate files include photos.  (Not necessarily the most
flattering....)

I found someone in the 1920 census in the Oregon State Penitentiary in
Salem, Oregon.  I'm not finding him in the 1930 census. 

Does anyone have any idea where I could find more information on the
following gentleman.

His previous profession appears to be R.R. something-or-other
(fire-something) 

The lady that I think was his wife, died in 1942 in California on the
California Death Index, remarried, not finding her in 1930 under any
of
three last names.

I did find the son of Clifford Gaar living with his grandparents in
California in 1930 census as a 9 year old, born June 1920.
