Got my curiosity up, so I looked at the other censuses:
 
1930 This census, at this page, has the wife/head first on many/most of the entries. So, Ada comes first.
Don't know what that says about Susa, but since the instructions were to note the relationship to "head",
we can "assume" Susa is Ada's mother

Since the child on the 1900 census who was born in 1898 was born in Kansas, that's where he would have
been naturalized, in all probability.
