You hve a tough one there, of course I didn't even manage to locate what you
have in your question, so I didn't cover all the ground obviously. He
doesn't seem to be in either Jackson or Josephine county history bios that I
have saved from HQ, I found no reference to a J. C. Casey in Oregon
searching their books, but there are a lot of them out there, possibly some
of the Illinois or other midweste ones mentioned would be the right ones,
but no way of knowing.
In 1860 Census, Oregon JOSEPHINE WILLIAMSBURGH PCT
James Casey 55 m - Saloon 1000 - Ireland
no J Casey in 1870 census I could find in Oregon (gone to Cal, lots of items
on J.C. Casey there?)
1900 has half a dozen James, but none in jackson county.

Casey State Park is 80.63 acres located in Jackson County, on Oregon Highway
62, 29 miles northeast of Medford. The area was acquired between 1937 and
1975.
The first track was an 80-acre recreational and park purposes patent from
the U.S. Government and the last a lease of 0.5 acres from the Army Corps of
Engineers.
J.A. Casey, for whom the park is named, was a squatter on the area when it
was government land. He had a small restaurant and other buildings on the
property.
