The discussion on modifying the data sharing agreement sounds very
positive, Phil. If it makes the members of the group more comfortable
sharing their data with selected federal partners, you can license the data
to the federal partner at no cost and put your sharing requirements in the
license. Licensed data under agreement should be protected from federal
disclosure rules; for example, we license ESRI data as part of our
enterprise agreement with ESRI. We are prohibited from redistributing those
data outside of the licensed group by the license agreement.  In my case, I
would be representing the interagency wildland fire management agencies,
and could agree not to distribute those data outside of the scope of our
license - regardless of the cost of those licenses.

It benefits the counties by reducing the workload of managing extra data
requests, licensing agreements, and data transfer, and adds significant
value to the state ORMAP effort. It also allows us in the world of wildland
fire management to add value to local data with the addition of fire spread
and behavior models, decision support tools, etc. On our side, it reduces
duplicative and time-consuming data requests and license/documentation
management. Where we had it, information on building locations derived from
cadastral data were of immense benefit during the fires in Oregon and
Washington this past summer; the more up-to-date those data are, the better
equipped we are to attack those fires effectively.
