The Oregon Department of Human Services is seeking qualified candidates for a Fiscal Analyst 3 (Financial Compliance Site Review Coordinator).  This is a permanent full-time position located in Salem (Summer St NE) and is represented by a union.

The purpose of the position is to conduct financial compliance site reviews and to monitor and effect compliance with financial solvency standards for the contractors of Additions & Mental Health (AMH) and Public Health Division (PHD) across the State of Oregon. This position is responsible for the development and maintenance of the AMH Financial Solvency program and, and development and maintenance of the tools and system to conduct federal financial compliance site reviews for PHD contractors. This includes policy development, clarifications, training and problem resolution to ensure that contractors are in compliance with financial compliance and solvency standards.

WORKING CONDITIONS

Occasional overtime may be required in the evenings or weekends to assist in meeting critical deadlines. Must be able to respond effectively to verbal instruction, cope with frequent interruptions and moderate noise level. In state travel is required with frequent work in the Portland metro area.

MINIMUM QUALIFICATIONS

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.

A graduate-level degree in any of the above areas may substitute for four of the six years.
