Marine Board Approves Rules, Grants

The Oregon State Marine Board approved two temporary boating restrictions involving scheduled in-water construction projects and approved initiating the rulemaking process for other items relating to safety, at their quarterly Board meeting held on April 28, in Salem.  The Board also approved 20 boating facility grants statewide.
	
The Board received two requests for temporary rules and two requests for consideration of permanent rulemaking. The Board approved:
●	A temporary closure of the Sandy River at river mile 18.8 for three, one-week periods from May 10 through the end of August 2010.  Kiewit Pacific Company, on behalf of the Portland Water Bureau, will be constructing and relocating the Bull Run water supply pipelines which pose safety risks for boating activities;
●	A temporary 10 mph speed limit in the Miller Arm of Siltcoos Lake between May 1 and September 30, 2010 to address safety concerns between swimmers and small paddle craft when motorized boaters come in and out of the arm at high speeds.  A permanent rulemaking process will follow,  and;
●	A rulemaking process to close a portion of the North Santiam River during construction of the Minto Fish Collection Facility.  Construction is scheduled from January 2011 through December 2012 at the Minto Barrier Dam.  Due to the length of time needed for the closure, a permanent rule is required.  The Board agreed to a “sunset clause” so the rule ends when construction is complete. 

The Board also approved 20 Boating Facility grant applications that commit $1,022,750 in state boater funds and $409,650 in federal Clean Vessel Act grant funds to $563,809 in applicant matching funds and in-kind contributions.  This results in a combined investment of $2,043,279 in improvements to recreational boating facilities around the state.
