Date: Thursday, October 21, 2010 Marine Board Approves Moving Forward on
Several Rulemaking Items
 
            The Oregon State Marine Board approved two boating
regulations and approved initiating four rulemaking requests at their
quarterly meeting in Bend on October 18 and 19.
            The Board unanimously approved a 5 MPH slow-no-wake speed
restriction on the Miller Arm of Siltcoos Lake in Lane County.  The
public comment received during the rulemaking process supported this
restriction based on navigational hazards and safety concerns in this
area of the lake.  The Board also unanimously agreed to a two-year
closure of the North Santiam River from Niagra Park to Packsaddle Park
due to construction upgrades to the Corps of Engineers Minto Fish
Collection Facility.  This area of the river will be extremely hazardous
due to in-water work in the vicinity of the Minto Dam.
            The Board also agreed to initiate rulemaking for the
following areas which will be open to future public comment:Willamette
River, Clackamas County: Reduce the 200-foot slow-no-wake zone to 100
feet around the new transient docks on the Willamette River at Foothills
Park.  This stretch of river is narrow and does not accommodate the
statewide basic rule of a 200-foot slow-no-wake provision.
Holgate Channel near Ross Island, Multnomah County: Restrict wake
enhancing devices in Holgate Channel and establish a slow-no-wake zone
in the south end of the channel.  
Request to remove reference of a specific breath testing instrument
make or model pertaining to breath testing for Boating Under the
Influence of Intoxicants (BUII).
Allow more permit purchasing and placement options for non-motorized
boaters pertaining to the Aquatic Invasive Species Prevention Program.
