Marine Board Reviewing Oregon Outfitter & Guide Program
Each year, thousands of Oregonians and visitors to the state, hire hunting, fishing, whitewater and other outdoor outfitter/guides to experience the best in nature that Oregon has to offer. The Marine Board registers outfitter/guides, to verify they carry the minimum liability insurance and meet minimum safety requirements. To ensure that the program is up-to-date and properly managed, the Oregon State Marine Board, who has statutory authority over the program, is embarking on a thorough program review.
The Marine Board has initiated a Guide Advisory Committee (GAC), as described in statute, and has mailed a survey to all registered outfitter/guides and licensed charter vessel owner/operators to collect data on particular issues. A series of 10 regional meetings are scheduled in February, March and April to discuss the survey results, gather data on the outfitter/guide program strengths and weaknesses, and determine if any changes are needed to the administrative rules implementing the program.
A description of the review process, listings of the regional meetings, and links to pertinent statutes and rules can be found by visiting the "Rulemakings & Hearings" page at http://www.boatoregon.com/OSMB/admin/OSMB_Rulemaking_Newpage.shtml.
The first meeting will be a planning session with the Guide Advisory Committee, and is scheduled for 8 a.m. on February 10, at the Portland Expo Center. A period for general public comment will be provided during the meeting. The regional meetings will begin later in February and slated for Astoria, Tillamook, Coos Bay, Gold Beach, Medford, Roseburg, Eugene, Portland, Bend and La Grande.
