Marine Board Seeks Public Comment on Proposed Outfitter and Guide Rules

               The Oregon State Marine Board is seeking public comment on proposed rules to update the Oregon Outfitter and Guide Program.
            In February, The Board convened the Guide Advisory Committee (GAC), as defined in Chapter 704 of the Oregon Revised Statute, to review the Outfitter Guide program.  Marine Board staff conducted a series of regional workshops with guides and outfitters to discuss issues related to the current administrative rules.  Marine Board staff and members of the GAC gathered feedback from those meetings and developed proposed rules that are now open for public comment.
            Written comment will be accepted beginning September 1 through the end of a special Marine Board meeting, scheduled for October 26 at the Red Lion Hotel, 205 Coburg Rd., in Eugene.  The Board meeting begins at 6 p.m.
Step one of the overall review process is to consider and adopt a set of rules that address the following issues.

1.     Clarification and scope of Board authority to sanction outfitters and guides.

2.     Changes to simplify enforcement for legal areas of operation.

3.     Establishment of "Guide Boatsman Trainee" designation to simplify compliance with recent statutory whitewater requirements.

4.     Refine rules related to the Non-resident Hunt Tag Certification Program to clarify statutory intent and simplify enforcement.

5.     Remove rule requirement for notarized copy of federal permits.
Two additional public meetings will be held on Thursday, September 22 at the Bend Senior Center, 1600 SE Reed Market Road, in Bend and Thursday, October 13 at the South Beach Marina Meeting Room, 2120 SE Marine Science Drive, in Newport.
