Marine Law Enforcement Recognized for Outstanding Service
[cid:image007.jpg at 01D23061.0957B6B0] The Oregon State Marine Board recognized several marine law enforcement officers from Washington County, Klamath County, and Linn County sheriff's offices for outstanding service during the 2015-16 fiscal year. The recognition occurred during the annual post-season conference, held in Redmond on October 17 and 18.
The Marine Board annually honors sheriff's marine deputies and state police troopers with awards for Lifesaving, Officer of the Year and Most Valuable Contribution.
The Washington County Sheriff's Office Marine Patrol Officers, Sergeant Ryan Hickey and Deputy Jerry Roley were recognized for their life saving efforts on the Willamette River on June 11, 2016. The deputies were working a marine patrol safety and security perimeter during the Rose Festival Fleet Week when a distraught individual jumped from a bridge in an effort to end his own life. Sgt. Hickey and Deputy Roley worked the situation quickly but carefully, eventually bringing the individual aboard and getting him to another team who offered the individual the help he needed.
The Marine Board also recognized Corporal Daren Krag of the Klamath County marine patrol with the "Most Valuable Contributions" award. This award, selected by the Marine Board's Boating Safety Program staff, is one that recognizes an officer who has shared their expertise, knowledge, energy, leadership and professionalism with agency staff in a cooperative effort to further the mission and goals of the Marine Board. Krag was responsible for nearly half of all of the boating under the influence of intoxicants (BUII) citations in the last 12 months, he manages a team of volunteers who routinely assist the Marine Board in education and outreach, he teaches boating safety in area classrooms, participates in law enforcement saturation patrols, and assists other counties in need of Klamath County's specialized sonar equipment at a moment's [cid:image008.jpg at 01D23061.0957B6B0] notice.
Top honors of the evening went to Deputy Matt Wilcox from the Linn County Sheriff's Office who was recognized with the "Officer of the Year" award. Deputy Wilcox worked solo for the entire boating season, but was able to maintain on-the-water patrol hours and community outreach in Linn County. Wilcox conducted 227 stops and issued 485 citations or warnings for individuals not following local rules. He also arrested two individuals for boat theft. Deputy Wilcox coordinated a BUII (Boating Under the Influence of Intoxicants) saturation patrol on Foster Reservoir during the weekend of August 12-14. This patrol effort resulted in six BUII arrests and dozens of contacts that resulted in boating safety education. The Marine Board is very grateful to have an officer of his caliber on the waterways serving recreational boaters.
So far in 2016, marine officers have conducted 733 hull identification inspections, 17,870 boat examination inspections where the boat was properly equipped and 3,008 examinations where the boat operator was issued a warning, and 1,004 where the boat operator was cited for not having the required equipment. Officers also conducted 113 standardized field sobriety tests (SFST's) for motorized boat operators and 50 for non-motorized, yielding in 50 BUII arrests. Congratulations to the award recipients and to all of the Marine Board's law enforcement partners, who provide assistance with accidents, search and rescue, on-the-water training, and enforcing recreational boating laws.
