Furlough Processing in OSPA - Project Update


 

September Run 2 will be processed the evening of October 9.  OSPA will
not be available to users on Saturday October 10.  

 

Computing Furlough Obligations

Furlough obligations will computed over the weekend for executive,
management service, classified unrepresented and all represented groups
for which a contract has been ratified and signed.  Furlough obligations
will be computed according to the rules defined by DAS HRSD and/or the
collective bargaining agreement.  OSPS will also compute furlough
obligations for non-executive branch agencies according to their
specifications.  

 

Furlough Obligations in LARS

Leave accrual will run Monday night October 12.   When the system comes
up Tuesday morning, furlough obligations will be displayed on the
P430/435 leave screens.   Any furlough used in September will be
immediately deducted from the obligation balance.  

 

Seasonals - Manual Computation of Obligations

As you know, seasonal employees are excluded from the automated
calculation of furlough obligation.  Obligation will be computed
manually at the agency level using rules established by DAS HRSD.  See

Part-Time - Computation of Obligations

Obligations for part-time employees will be computed using the base rate
and FTE  information currently present in PPDB.  The document referenced
above also provides information on the requirement to modify the initial
part-time calculation using the actual hours worked by the employee if
the employee works more or less than the stated FTE.   See Page 5 in the
document linked above. 

 

Employee Reporting on Pay Stubs

Paycheck stubs and direct deposit statements will show the accrued
furlough obligation , any furlough taken in September and an ending
balance beginning with November 1 payday.  A furlough disclaimer
statement will appear each payday:  "Furlough obligation is projected
and subject to change based on your job status".   This is because
obligation balances may need to be manually adjusted for part-time
employees, seasonals and those who promote, demote or whose pay rates
change during the furlough term.     

 

Upcoming Topics

Our next furlough project update will address new hires and timesheet or
timescreen posting.  We'll also report any new contracts that have  been
ratified and signed and provide a schedule for furlough obligation
system updates for those groups.
