Furlough Processing in OSPA - Project Update

Part-Time Employees

Just a reminder about part-time employees and their furlough obligation.
When OSPA computed and loaded the obligation amounts for part-time
employees, we used the business rules defined in the DAS HRSD Furlough
FAQ document.

The computation was based on tier (base pay rate) and the actual FTE
that is present in the PPDB personnel system.  Because part-time
employees may work more or fewer hours than represented in their FTE,
agencies are required to review and assess the furlough obligation for
each part-time employee to ensure that it is consistent with the actual
work hours.  

Use OSPS report B470D (dated 10/12/09) as a helpful tool.  It shows the
amount of obligation loaded for each employee and provides the basis for
the computation including the FTE.  All adjustments you make to furlough
obligation need to be entered into the P435 to ensure accurate
accounting and reporting.
