To Payroll and Human Resource staff:

 

Because of the timing of the ratification of Collective Bargaining
Agreements (CBA), effective dates for furlough obligations and the
loading of furlough obligations in OSPA, agency payroll may need to
manually adjust the furlough obligation for some employees. When OSPA
loads the furlough obligation, it uses the employee's salary that is in
effect on that date. This means that some employees may have an
incorrect furlough obligation balance due to a salary change between the
furlough effective date and the leave accrual date.

 

September 12, 2011, statewide payroll loaded furlough obligations into
the payroll system for management, unclassified and unrepresented
service employees, and represented employees whose Collective Bargaining
Agreements were ratified. OSPA used the salary in effect on September
12, 2011.  August 1, 2011 is the actual date to determine the employee's
tier and furlough obligation for management, unclassified and
unrepresented employees.  The effective date of each applicable
collective bargaining agreement is used to determine the represented
employee's tier for their furlough obligation. 

 

OSPA will continue to load new furlough obligation balances as CBA's are
ratified. Currently, OSPS is planning to load the furlough obligation
for AFSCME Department of Corrections' employees on October 11, 2011.
Represented employees for military, firefighters, criminal investigators
and Oregon State Police will be loaded as those contracts are ratified.

 

For any of these furlough obligation loads, agency payroll staff may
need to make manual adjustments due to a salary change between the
effective date for furloughs and the obligation load date.  

 

Employees' furlough tier obligations are set at the respective CBA
effective date for represented employees, and on August 1 for
management, unrepresented and unclassified service. An employee who is
represented but promotes into management, unrepresented or unclassified
service before the CBA is in effect, has his or her furlough tier set
upon promotion. Obligations will remain the same during the course of
the biennium. No adjustments will be made for future promotions once the
obligation has been set.
