OSPS E-News ~ Changes to the AccelaPay Card

The following information is being sent at the request of Edie Kessel
from State Treasury.

 

 

To:          Agency Payroll

 

You are receiving this notification due to changes occurring in
available services associated with the U.S. Bank AccelaPay Card program.
As you know, the state offers the AccelaPay program as an option for
state employees to receive payroll electronically.

 

AccelaPay cardholders should have recently received information about
the discontinuance of bill pay services associated with the card.  This
communication is simply to make agency payroll staff aware of the
program changes and offer some background related to the discontinuance.
If cardholders have any questions regarding any of these changes, please
have them contact the AccelaPay Customer Care Center at 866-363-4134.
If your agency payroll staff has questions surrounding the program,
please contact Katherine Bremser at Oregon Statewide Payroll Services.

 

As background, Congress passed the Durbin Amendment to the Dodd-Frank
Act in 2010.  The amendment, also known as the Wall Street Reform and
Consumer Protection Act, addressed regulation of interchange charges
associated with debit card issuance and usage.  The Federal Reserve
Board issued its final rule implementing the Act on June 29, 2011.  The
legislation and Federal Reserve rule are both complex and some
uncertainty remains surrounding interpretation of certain aspects of the
rule.  Nonetheless, the ability to offer bill pay functionality on
prepaid debit cards appears to be one of several results with a direct
impact on the State of Oregon AccelaPay Card program.

 

Effective November 8, 2011 AccelaPay Cardholders will no longer be able
to utilize the current online Bill Pay feature that has been offered to
cardholders in the past as part of the program features.

 

What this means to Cardholders that opted into Bill Pay Service:

*     They will no longer be able to initiate new payments, continue to
send any recurring payments or receive electronic bills (ebills) using
this feature.  

*     Any one-time or recurring bill payments they may have set up with
a payment date of November 8th or later will not be sent. 

Cardholders are responsible for these payments and any associated fees
if they fail to cancel these payments or make other payment
arrangements.
