OSPS E-News ~ FW: SEIU PERS PU Change - effective November 1, 2016

UPDATE 11/2/16:  this is for employee separations who are SEIU PERS participating members.  If you are requesting a manual check today, tomorrow or Friday and it is in the November pay period, more specifically for November 1-4, you will need to contact the OSPS Help Desk for assistance in order to request a manual check.

I am listing the steps for you in case you have multiple separations to process.  These steps will allow you to view and print a P370 during these next few days.  Starting next week both payroll and HR systems will have the updates necessary to handle separations.

1)     HR needs to enter separation PA code.  They DO NOT change the range option code to 'P' or increase their salary for the November segment.  They need to wait until next week.  (See attached email from PPDB.)

2)     Add P010 transaction with 11/30/16 effective date and change the 'RTMT SYST' and 'RTMT STAT' to 'N'.

3)     Add P050 entry for the 6.95% additional wages using RG pay code.  This amount is only for the 6.95% increase.

a.     If calculation has cents then round up or down.  .49 or lower round down.  .50 or higher then round up.

b.    Manual calculate the change in their hourly rate based on their higher salary.  For example their current base is $5,000.  The P050 RG entry for 6.95% = $348 (round up from $347.50).  The employee's new hourly rate, $5,348 / 173.33 = $30.85.  You would use that new hourly rate for comp time or vacation payouts.

4)     Add P060 entries

a.     REP - 6% contribution on retirement subject wages (CTP included & VAP not included for OPSRP members.)

5)     Verify P370 you will see the 6% under 'RETG' and included in the 'TX/RT' section on the bottom.

6)     Put list of terms on tracking sheet.

7)     Starting next week you will need to delete the P010, P050 and P060 entries.

8)     Enter P010 entry with 11/30/16 effective date and change the 'RTMT SYST' to correct PERS tier code and 'RTMT STAT' to 'E'.

9)     HR will need to change the Range Option Code to a 'P' with an effective date of 11/1/16 in PPDB using the '4PS' PA code.

Again if the employee is not SEIU then this does not apply.  If you are aware of SEIU separations coming up next week then do not make the request until next week.

Hello Payroll Professionals,

This is a reminder that starting with the November paid December 1 pay period, SEIU represented PERS participating members, (SEIU represented employees currently making contributions) will begin paying the mandatory 6% PERS Pick-Up contribution.  What this means is rather than the state paying the mandatory 6% contribution to members' PERS IAP account, the 6% will be deducted from the employee's gross wages as a pre-income tax contribution to PERS. To help offset the impact this will have on an employee's net pay, SEIU represented PERS participating members will see their base salary increase by 6.95% starting November 1.

DAS will be processing a mass update in both PPDB and OSPA on November 5.  PPDB will run a job that updates SEIU represented PERS participating members with a range option code of 'P' which will increase the employee's base salary by 6.95% with an effective start date of 11/01/16.  OSPA will run a job that will update the RTMT STAT field on the P010 screen with an 'E' which will trigger the 6% contributions to be deducted from the employee's paycheck with an effective date of 11/30/16.  Any SEIU PERS participating member separations that occur on November 1 - 4 will require an update of the range option code and the P010 RTMT STAT fields by the agency's HR and payroll offices.  If these entries are not done then you will not be able to request a manual check.  Also each agency will need to update both PPDB and OSPA for SEIU represented employees using the *'E357-020 Employees Eligible for Participation in Retirement' report, available with each final run, for employees who are eligible for PERS contributions starting with the 11/30/16 pay period.

*The 'E357-020 Employees Eligible for Participation in Retirement' report will have the new changes added for October Final Run 2.  Please use that version to process your November entries in HR and payroll.
