You are receiving this notification because you are an unrepresented, management or executive service employee in the Executive Branch subject to state personnel law (ORS 240).
First, I'd like to thank you for your service to Oregonians across our state. Second, and as you may be aware, the Department of Administrative Services Labor Relations Unit has completed collective bargaining with SEIU and the majority of AFSCME local tables. As a part of the agreement reached with the state's two largest labor unions, cost of living adjustments (COLAs) were established as follows:

  *   December 1, 2023: 6.5% COLA
  *   January 1, 2025: 6.55% COLA*
* If the Legislature appropriates new funding of at least $13 million in calendar year 2024, the 2025 cost-of-living adjustment will be effective January 1, 2025. If the Legislature does not appropriate at least $13 million in calendar year 2024, the 2025 cost-of-living adjustment will be effective February 1, 2025.

  *   All employees who are employed as of Aug. 23, 2023, will receive a one-time $1,500 cost of living payment with their Sept. 1, 2023, paycheck.
As in the past, the state will apply the same COLAs, including the one-time payment, to all unrepresented, management and unclassified (executive) service employees.
