[Pupiltransportation] 2014 Behind-the-Wheel Recertification

The Oregon Department of Education (ODE) is updating the Behind-the-Wheel Training & Testing Criteria Manual.  This update is required because of changes to State and Federal rules.  As a result, ODE is requiring that behind-the-Wheel Trainers recertify under Oregon Administrative Rule (OAR) 581-053-0100.

Today, ODE has mailed every certified Behind-the-Wheel Trainer the attached letter, along with a CD containing the revised manual.  It is very important for your trainers to print the manual and follow the instructions contained in the letter.

Recertification will be done via an online exam through iLearn Oregon (http://ilearn.oregon.gov).    After they complete the recertification process, they will be able to print out a certificate that indicates completion.  This certificate should be kept with the trainer's training and/or personnel file.  Trainers will be notified directly by email through the iLearn website once the training / testing is uploaded and ready.

Trainers will need to recertify by October 1, 2014 or their Behind-the-Wheel Training Certificate will become invalid.  A trainer with an invalid certificate cannot train or test drivers.

This update also requires that third-party test routes are revised to current standards and submitted.  ODE will only support the renewal of third-party examiners who have completed the BTW recertification and are from locations that have submitted new test routes that have been approved by ODE.

If a trainer is unable to recertify by October 1, they will still have opportunity to do so until December 31, 2014.  Once recertified, they can resume the training and testing.

As soon as a trainer has recertified, they should begin teaching the new material.  Testing criteria will switch to the new standard on October 1, 2014.  All tests on or after this date must be done using the new standard.
