2017 processing season updates:

Tax Software
There are approximately 10 software vendors who are still programming and testing their product(s) with Oregon.  Until they meet required specifications and pass testing, you cannot eFile Oregon Personal Income tax returns using their products.  If you're finding you can't efile for Oregon, please check with your software vendor for the status.

Driver's license
The national eFile standards for the 2016 returns included a requirement for driver's license information.  This was put in place by the E-Standards group in response to the efforts of the states and the IRS to detect and prevent fraudulent tax refunds.  Oregon implemented this requirement, though we understand some states chose to be out of compliance with the standard. If you have clients who do not have a driver's license or state identification card, your software should allow an override.

1099G's and Kicker
We understand there are questions about the 1099G's the department sent out this month. The surplus refund (kicker) that was shown as a credit on the 2015 tax return is a refund of 2014 tax.  That means it could have generated a 1099G even if the individual's 2015 return did not result in a net refund. If your client itemized and was eligible for the surplus refund in 2015 (whether they took it as a credit or donated it to the state school fund), they will receive a 1099G from Oregon.

New practitioner line
DOR has set up a message line for practitioners to help with tax law questions and client issues that can't be resolved through the normal channels.  Messages will be checked daily and expected turn-around time is 3 business days.  When you call, please leave enough information to help us know where to send the issue (statute / rule in question or tax program, year, client, and brief description of issue, etc.)  The number is 503-947-3541.
