NOTE: This is a 6 month temporary assignment.

The Oregon Health Authority, Public Health Division, Health Promotion and Chronic Disease Prevention (HPCDP) Section<http://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is searching for an analytical, community health focused, strategic, policy driven professional to fill the role of Health Promotion Strategist to assist the program with the implementation of strategic communication objectives. The HPCDP Section focuses on best practices for promoting and supporting optimal health for all Oregonians. HPCDP tackles chronic disease prevention with a comprehensive, community-wide approach to help people eat better, move more, live tobacco-free, and take better care of themselves. This means achieving better health, better care, and lower health care costs for all Oregonians.

What you will do!
As the Health Promotion Strategist, you will determine statewide strategies, policies, procedures and priorities consistent with the mission and policies of the Oregon Health Authority, Public Health Division; Centers for Disease Control and Prevention; and Substance Abuse and Mental Health Services Administration. The Health Promotion Strategist recommends policy solutions to address chronic disease prevention and related chronic disease risk factors such as tobacco use and exposure, physical inactivity, poor nutrition, and alcohol and drug use prevention. This position provides strategic coordination and assistance to County Health Departments to enforce state policies and provide strategic coordination and assistance to County Health Departments, Tribal Health Departments, and community-based organizations. In addition, you will develop, implement and evaluate policies to address chronic disease prevention, tobacco control, alcohol and drug use prevention, and obesity prevention.

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Public Health, Business or Public Administration, Behavioral or Social Sciences, or a degree related to Public Health; AND four years of experience coordinating or administering a program related to Public Health;
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a program related to Public Health.

REQUESTED SKILLS
Knowledge of:

  *   Principles and practices of policy, environmental and systems change.
  *   Population-based public health assessment, policy development, intervention and evaluation.
  *   Principles and practices of public health social marketing campaigns.

 Ability to:

  *   Develop and implement promotional and communication plans.
  *   Provide strategic coordination and assistance to Local Public Health Authorities and other grantees to develop, implement and enforce local policies to address youth marijuana use prevention, prevention of misuse of alcohol and other drugs, chronic disease prevention, tobacco control and obesity prevention.
  *   Coordinate statewide interagency, multi-disciplinary task forces and work groups on public health initiatives related to alcohol, other drugs (including marijuana), tobacco, obesity and chronic disease prevention for the purposes of policy, rule, or special report development.
  *   Evaluate and recommend program priorities and strategies to achieve state program goals or to meet funding requirements.
  *   Experience promoting a culturally competent and diverse work environment.
