The Oregon Health Authority (OHA) Public Health Division (PHD), Health Promotion and Chronic Disease Prevention (HPCDP) Section<https://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is recruiting for a Budget and Contracts Support Specialist to participate in preparing budgets, monitoring fiscal operations, analyzing financial data and program budgets, and developing fiscal resources, such as for grants, under the guidance of Program Managers within Health Promotion and Chronic Disease Prevention (HPCDP) section. The Health Promotion and Chronic Disease Prevention Section focuses on best practices for promoting and supporting optimal health for all Oregonians.

What will you do?
As the Budget and Contracts Support Specialist, you will track financial information; analyze data to identify discrepancies or trends; forecast revenues and expenditures; and calculate costs/benefits. You will use information technology to analyze, compile and write standard financial and budget related reports and procedures. In this role, you will assist managers and contract administrators with budgets and contracts which includes evaluating, coordinating and integrating program budgets. In addition, you will be expected to learn and maintain an awareness of changes in program policy that may impact active/existing grants and contracts. This position functions under the supervision of the HPCDP Section Manager.

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).
OR
Three years of experience in management, policy or program analysis, or technical-level budgetary support activities.

Demonstrated knowledge and experience in:

  *   Using computer applications to track, compile, analyze and forecast statistical and financial information
  *   Budgeting and finance which includes analyzing and reporting financial data
  *   Managing grants
