*Credentialing :  CTeL Surveys the Impact of CMS Conditions of Participation
on Telehealth*
Credentialing and privileging of physicians using telemedicine to deliver
healthcare services has long been a key issue for  telehealth providers.
When a physician uses telemedicine to direct the care of a patient in a
hospital, what steps should the hospital take with regard to credentialing
and privileging that physician?

A potentially significant issue in the area of hospital credentialing has
arisen around this  question.

The Center for Telehealth and e-Health Law (CTeL) has been advised by
telehealth practitioners that the Centers for Medicare and Medicaid (CMS)
has emphasized that their Conditions of Participation must be followed
regarding the credentialing of physicians at telehealth sites.  CMS requires
full credentialing by the hospital where the patient is located.

CTeL has prepared an informational survey to gather input from telehealth
providers on the impact of this CMS policy.

At CTeL's January 26th Washington Live! Brown Bag series we will hear from
key Congressional staff who work for Members of Congress deeply involved in
setting the Telehealth policy agenda in Congress.

With major health care reform under top consideration by the Obama
Administration and the new Congress, and health information
technology provisions to be included in the stimulus bill, speakers at the
January 26th Brown Bag will outline their thoughts on how telehealth will be
considered during Congressional action on these major bills.

     *Telehealth: Five Year Top Priority for European Commission Health Unit
*

Telemedicine will be a top priority of the European Commission's ICT for
health Unit in 2009, according to the unit's two top officials.   "Our
priorities are interoperability and telemedicine,"  Ilias Iakovidis, the
unit's deputy head, told E-Health Europe.

He cautioned that these are far from one year plans.  In fact, he
said telemedicine is set to occupy this top priority position for at least
the next five years.

With direction from the Commission in November 2008, the ICT health unit's
main aim is to increase momentum on establishing a comprehensive legal
framework for European telemedicine.

Michael Palmer, the unit's policy officer, indicated they first will attempt
to "establish an in-house Commission task force to bring together the
directorates in charge of information society, health, internal market,
enterprise, employment and social affairs and justice, freedom and security
to provide clarity on the legal framework for telemedicine."
