Authorization Testing Fraud
Authorization testing is when criminals use a merchant's website or terminal identification information to validate stolen or generated cardholder data for further fraud. Recently, multiple agencies have experienced authorization testing incidents. While authorization testing is not a breach of state systems or information, it is a misuse of state systems that enables further criminal activity.

Treasury is working closely with U.S. Bank/Elavon, the Oregon Department of Administrative Services, and Tyler Oregon to further secure the state's e-commerce websites against authorization testing. As part of this joint effort, Treasury is requiring that terminal identification information for all Tyler Oregon services be updated in the coming days. This critical work is not expected to cause any disruption to Tyler Oregon's services and is in addition to other measures being pursued by DAS and Tyler Oregon.
